Sir:

 

We have followed with interest in the Spanish press over these last months your statements concerning my brothers who have travelled to the planet EARTH.

 

We would not wish to trouble you by setting out the small disturbances your printed words caused us as a result of the initial news printed in the edition of ABC circulated in Seville, nor the disturbances that the inordinate spread of your testimony may still cause.

 

Since you belong to an ecclesiastical group of great prestige in the country of SPAIN, the enormous psychosocial resonance of your opinions was to be expected.

 

We understand that you were not bound by any moral obligation, contracted with us, to keep strict reserve, since until today you had not received a direct request from us in this sense. Whether or not you broke other commitments with regard to your brothers who informed you is a matter on which we wish to keep a respectful silence, for we must not interfere in what is the private concern of the OEMMIOYAGAA (as we call you).

 

We suspect what degree of moral suffering the incomprehension of your brothers, including your hierarchical superiors, has meant for you, in the face of a reaction that may have been mistaken or generated by unconscious motivations, but which on its conscious plane answered to a much purer intention. We beg you to forgive us for having been the indirect cause of that situation.

 

Now that the effects seem to have lessened, we wish to write to you, not with the intention of exhorting you, but to set out our view to you impartially.

 

We noticed the enthusiasm with which you received the news of our existence. It would be paradoxical for us ourselves to reproach you for your high degree of acceptance; but in any case you already know, through copies provided by your correspondents, our cautious rules that proscribe any attempt on our part to make our genuine presence on EARTH known in a way dangerous for you.

 

It was to be expected that our exaggerated secrecy would provoke disparate reactions among you. Beings who hide in their daily life among you under false names, backed by fraudulent passports and documents, who send strange typewritten sheets to personalities of different nationalities or hold long telephone interviews on the most heterogeneous subjects, and who identify themselves as travellers from a distant planet when the present science of EARTH cannot seriously endorse the possibility of such a journey: might they not be hiding other, more or less immoral, intentions?

 

It is thus inevitable that hypotheses of different shades should proliferate as to the reasons a '!group of men” may have for acting in that singular way (in a separate note we summarize for you some of the ingenious interpretations we were able to glean among your brothers ).

 

We feel guilty for having created this confusion among you, but it is impossible for us to avoid such speculation about facts so rarefied and so much in conflict with the logical postulates in force on EARTH.

 

For this reason, Mr López Guerrero, we wish at least to clarify for you certain aspects of our stay in Spain and our present conduct, as my brothers in other countries of EARTH are doing at this time in order to clarify somewhat the psychological climate created among the informed minorities.

 

There is no reason to hide from you anything of what we are doing at present. We will omit only what might serve to locate us or to provide definitive proof of our existence. In this brief historical summary we will confine ourselves to the area of Spain and Portugal, and to brothers of yours whose identity is already familiar to you and to your brother friends of Seville, Barcelona and Madrid.

 

OUR ACTIVITIES IN SPAIN

 

Our first residence in Spain was chosen in a quiet town, Albacete. A lady who loved animals gave shelter to my two brothers, who during their enforced confinement were able to carry out the first psychophysiological experiments with mammals of EARTH, until certain rumours arising among the neighbouring inhabitants made a move advisable.

 

Together with another brother who had come from Australia, they settled in Barcelona, where the first contact took place, with an express declaration of our identity, with a Spanish intellectual who, although he rejected our testimony, has remained faithful to his promise to this day.

 

Bilbao and Madrid were the successive centres of activity. Museums, newspaper libraries, churches, libraries, archives and official centres were the most important objects of study.

 

The first list was drawn up of Spanish OEMMI who were enthusiasts of, interested in or researchers into the field of hypothetical extraterrestrial relations. This meant checking an enormous mass of printed material. Until then the few attempts to establish relations with you had been confined to some intellectuals in Spain not familiar with these subjects. Only one University professor seemed to pay some attention when we offered him objective proofs of our stay. Relations with him continued until June 1967.

 

The interest aroused in men who study UFOs, OVNIs or VEDs was not due only to reasons of an emotional character or spiritual affinity. Shortly after our first arrival in France, we were able to learn that OYAGAA was experiencing a veritable inflation of visual sightings of lenticular ships, which the common people called “flying saucers”.

 

Setting aside the high percentage of errors, fabrications, optical illusions and exaggerations of the news media, it was beyond doubt that, apart from us, you were being surveyed and studied by other galactic civilizations whose identity was unknown to my brothers as it was to you. We have since confirmed this assertion, detecting some OAWOLEA UEWA in the surrounding space.

 

It was reasonable to think that their conduct might -in certain cases- be similar to ours, their OEMMI venturing to descend and mingle among the men of EARTH if their anatomical structure, as in our case, did not show dangerous distinguishing features.

 

On that assumption, the only possibility of establishing contact with them lay in the hypothesis that the intermediary channels with the highest probability were:

 

The men of science and the humanities of EARTH.

 

The religious hierarchies.

 

People interested in the UFO phenomenon.

 

Government departments.

 

The mathematical expectation of achieving some relation through these means was very low, above all if we naively assumed that you would consciously agree to serve as a link. But we did not rule out the possibility that some kind of psychological subterfuge might allow you to be used as an unconscious and harmless link for interrelating among ourselves.

 

Two cases corroborated our intuition. In the United States of America, the published account of a flying saucer landing showed my brothers who had travelled there some extremely valuable data that served to show us that we had not been mistaken. Nevertheless, when we tried to locate them they had left the country.

 

The second discovery was made by my brothers in Madrid at the end of 1965. A modest publication called Diez Minutos periodically carried a section entitled “The extraterrestrials speak”, signed by a Spaniard: Fernando Sesma.

 

The content of the writings seemed to us of little intellectual interest, full of repetitions and riddled with aberrant ideas and esoteric and magical fantasies...

 

In the context there appeared from time to time curious “symbolic” messages which the author attributed to extraterrestrial communicators. Their analysis did not at first reveal to us anything that would demonstrate such an origin.

 

But my brothers' astonishment reached its limit when, on submitting one of them to our analysis unit, we discovered an unusual crypto-content. It was not a complicated system of encipherment. Simply, the Spanish words with an even number of letters were taken as the digit zero and those with an odd number as the digit one.

The probability that a version of that kind should be significant in a code known only to social networks of a high cultural and technical level tends to zero. It was practically impossible for the author of the articles to have devised that message. We can assure you that no man of EARTH in the present state could know its meaning.

 

The coded message was, however, incomplete. With anxiety we analysed the successive writings. Our study was disturbed by the possibility that the originals might be altered, inadvertently, by the author or by the linotypists.

 

My brothers even decided to intercept secretly part of Fernando Sesma's correspondence (we beg your brother's forgiveness for the violation of his privacy). We did not have to wait long. A second message attributed to an entity called Saliano contained the rest of the coded information (the literal content was of no interest to us, and we are inclined to judge that its apparent symbolism was a futile excuse).

 

By then we had established contact with Don Fernando Sesma by telephone. A simple initial test confirmed to us his genuine good faith and his humble credulity, not lacking, however, in critical spirit. We sent him a banknote bearing an anagram and a fragment of glazed ceramic on which, apart from our insignia, some graphic signs had been traced.

 

His reactions shed considerable light on his personality. He ended up showing himself open to my brothers, who periodically sent him reports on our culture, written in a style understandable to him and his friends.

 

The highest authority of our expedition at that time was a young sister of ours, who authorized, in stages, five contact experiments of a microsocial character with men of EARTH.

 

The countries selected were Spain, Canada, Australia and two other nations whose names, since the process is continuing, we prefer to omit.

 

It is to the kindness of your brother Fernando Sesma that we owe the possibility of making this psychosocial test feasible. In the basement of an establishment in Madrid he led a discussion group made up of men and women who were enthusiasts of transcendent subjects related to UFOs.

 

Don Fernando Sesma had requested objective testimony of our identity. Through a messenger we sent him a sample of one of our simple UULAYANAI procedures (see note 2).

 

Thus began one of our most interesting tests to determine how a small nucleus of OEMII -EARTH would react to the news of our existence.

 

The Spanish microsocial sample received the written testimonies we sent them more coldly than the Canadian one. Conditioning factors such as the background of the discussion group and the damaged prestige of F.S.M. forced the scepticism of the listeners even further. This confirmed to my brothers that the danger of being believed and accepted, should our relations open up even more, was minimal.

 

We could operate with impunity, communicating with you without falsifying our testimony. We obtained many other data on the social behaviour of the Spanish at that time.

 

That experiment was cut short by the evacuation of all my brothers on OYAGAA, carried out in June 1967.

 

In parallel, our investigations into the identity of F.S.M.'s strange correspondent allowed us to reach six conclusions, which I set out for you after omitting two of them of a confidential character.

 

That F.S.M. did indeed succeed in establishing contact with some OEMII foreign to OYAGAA, under the pseudonym of Saliano.

 

That, abusing F.S.M.'s good faith, other brothers of yours appropriated the said pseudonym for some time (certain periods), sending him fraudulent messages that created a confusion easy to imagine.

 

The heteroplanetary OEMII connected with your brother Sesma carry out on men of EARTH psychophysiological experiments that are very dangerous for you, causing pathological effects whose aetiology is difficult to determine.

 

We doubt that the coding, deciphered by chance, was addressed to Mr Sesma himself, and much less to us.

 

Our attempts to establish relations with them were rejected.

 

Some warnings addressed to your brother F. Sesma about the risks involved in such contacts were not taken seriously. This is doubly painful, for this honourable man is simple, intelligent, a lover of nature, and totally open to new spiritual experiences. His noble stance has made him a victim of his brothers and an experimental subject of beings whose purity of intention is not at all clear to us.

 

We of course totally reject the real existence of that whole series of supposed planets described by Sesma Manzano's informants (AUCO, NIQUIVIL, etc. ).

 

Our return to EARTH has considerably changed the original methods of study, a new phase of analysis having begun. The African countries, South America and the Middle East have been set as new objectives for my brother specialists, the nations of North America, western Europe (including Spain), the Soviet Union and Australia being considered objectives to be phased out.

 

Our present hierarchy has limited postal communications and almost completely suppressed telephone dialogues, after an incident in the USA that nearly led to the discovery of our interconnection technique.

 

Some brothers of yours, former members of the café discussion group where the famous experimental meetings were held, and whose identity, Mr López Guerrero, you know, in turn revealed the content of their reports to researchers in Barcelona. Slowly public opinion has been informed through inevitable leaks. We wish, nevertheless, to commend the prudence of your brothers Garrido, Ribera and Villagrasa.

 

We do not wish you to try to refute the scholars who during these months have shown themselves reticent towards us, for they constitute a valuable counterweight to the positive news spread by you, carried away by a justifiable enthusiasm.

 

We also beg you to convey to our good friends, your brothers Farriols Calvo and Jordán Peña, our wish that they moderate their understandable investigative zeal with regard to us.

 

No doubt the search for and analysis of this strange series of facts related to us must be fascinating for you, but in sound logic that investigative eagerness is not consistent, on either of the two possible assumptions, for:

 

a) If this whole business of our planet were fraudulent or explicable by any of the hypotheses set out in Note 1, we do not believe it would be worth carrying out an investigation, and less so with the limited means at your disposal. In any case this analysis would be a matter for the authorities and never for an amateur.

 

b) If, as we indeed affirm, we come from UMMO and you declare yourselves our friends, any investigation is superfluous, and would even contribute to spreading belief in us still further, something we do not desire.

 

We understand that many questions must arise in your minds. It would be absurd to inhibit the thirst for answers that you will necessarily feel in the face of so surprising an experience.

 

That is why it pained us to make the request addressed by telephone to your brother F. Monís, after so many hopes had been placed in that series of questions you wished to put to us.

 

It is not precisely an aura of mystery that we desire around us. If it depended on us, do you think we would not pour out our knowledge on all of you with magnanimity?

 

Do not make our friendly relationship more difficult by asking us for what, for reasons of mutual interest, we must not offer you.

 

For the time being it is not advisable for you to publish these documents in print. In the near future such precautions may be dispensed with.

 

We would let you know in due course.

 

Our deepest expression of respect, Mr López Guerrero. May this letter serve as a renewed greeting to your brothers, whom we do not forget.

OPINIONS:

 

... An international agreement among UFO research organizations to give prestige to their points of view before public opinion.

 

There is no doubt that OUMMO conceals its true meaning in an association of intellectuals who are trying to unsettle other colleagues with a subtle sense of humour, or perhaps to get the better of them using a method certainly not lacking in originality.

 

... And could we not think that they are a group of scientists trying to explore the social impact of their discoveries before projecting them onto society...?

 

... I still believe, as I told you in my last letter, that it is the authorities of the Principality themselves (he means Monaco) who are using a science-fiction story in order to increase the tourist flow in the future. (version of one of our correspondents after receiving one of our reports from Monte Carlo).

 

...It could be the Theosophical Society. They have been specialists in talented subterfuges for proselytizing. What I do not understand is why they did not choose a nearer star to make their claim more plausible. Alpha Centauri, for example...

 

... I see another possibility in one of our parties; certain politicians may find it effective that an extraterrestrial utopia can serve as a vehicle for certain ideas, if we consider the prestige such fictions would have for simple minds.

 

... UMMO may be used to mask an international organization of psychologists, perhaps only British ones, who are carrying out a wide survey by means of a test, embodied in this story inspired by “The War of the Worlds”.

 

... The accent he spoke with (he means one of my brothers) was Yankee. Might it not be a commission appointed by the Pentagon to devise a nice novel based on a supposed planet, back it up with costly testimonies and steer public opinion towards directions that do not recall the tragedy of Vietnam?

 

- What do you think of those reports said to come from UMMO? : “That they require intelligence and money. Sometimes I have thought it might be a trick of the American CIA”.

 

- With what purpose? : “To convince people and then bring a fraud to light, discrediting credulous researchers”.

 

...It requires a lot of time and considerable financial means. That can only be feasible for the ministry of... The aims? And who knows the aims of the chancelleries...?

 

… I think you are calling me because you belong to some commission sponsored by UNESCO to sound out public opinion on the UFO myth.

 

…It is perfectly clear: a clever manoeuvre by the Soviet Government to steer western public opinion towards extraterrestrial subjects, thus discrediting the science and culture of the capitalist countries.

 

... And I fear that behind the pseudonym OOMO there hides a world crypto-government made up of “superbrains”, which is trying to prepare the citizens of different countries by means of messages that conceal their real intention...

 

…Well, why can it not be the American CIA itself, camouflaging its Government's experiments: experiments with secret ships or aircraft, inducing the general public and the witnesses of those flights to believe they are UFOs of extraterrestrial origin…?

 

…Forgive me if I tell you what I think of you. Tell me at the end whether I was right or not. Surely you are an industrial firm developing a great international advertising campaign. Then, when the trade name of that planet has spread, you will make yourselves known...

 

…And if it were not the Canadian Government itself?: “If not the Canadian Government, it could be some intelligent journalists who, advised by scientists, intend to develop a sensational series of articles based on a rumour previously created by themselves”.

 

…Well. It may also be an espionage organization. The “2e Bureau”, for example, or the Mafia, or a clandestine network trafficking in gold or drugs.

 

... A friend suggested to me the possibility that this German group posing as extraterrestrials from the star UMMO might operate near Sierra Tahúa (Bolivia), since the report came from........ for neither in Rosario nor anywhere else in Argentina that we know of......... .

 

…Intentions? Ah! And what intentions can we attribute to them? All this will cost them a lot of money. And what if they wish to win new supporters for their neo-Nazism...?
