CONFIDENTIAL

We beg you not to make photocopies of this document.

Sir: This document is not a report: you may of course read it to your brothers, but because of the nature of some suggestions and observations we make, we prefer to ask you to avoid its diffusion entirely. Keep, sir, this copy in case you should decide not to disregard our advice. It is obvious that you and your brothers may ignore the nature of such hints and refuse to follow them in whole or in part.

If we have ventured to suggest them to you, it is because we judge that they are founded on fuller information we possess about your social framework, and because this would not imply submission to any ideological discipline, or adherence to philosophical principles that might be harmful to you.

BACKGROUND

My name is DEEI 98, generated by DEEI 97, and I code this letter as the second addressed to you. On my return to the country Spain, I have been able to analyse all the information about you and your brothers that my people have gathered in the course of these years.

For that reason I know that the original meetings held in the Lyon café establishment in the calle de Alcalá have ceased, meetings sponsored by your brother Fernando Sesma, the first human in Spain who received authorization to disclose some of our messages.

I am informed that differences of opinion, together with a change in the mental attitude of that brother of yours towards us, provoked a split within that small community (we call it a micro-network), a nucleus of humans separating who were more interested in our existence and the content of the information we continue to supply to you.

Simultaneously, a third group of Spaniards decided to found, on a legal basis, an association for the study of UFO phenomena, made up for the most part of young individuals.

Gradually all your brothers decided to join this legal association, after a declaration on the part of my people that we would refuse to send more data or messages to any group that was not organized according to the legislation in force in this nation.

The precautionary measure was not a mere imposition, but a measure adopted by my brothers, who were aware of possible risks you might face if you went on meeting informally without any legal protection.

I am informed that serious unpleasantness arose within the new Society for reasons not very well known to us, but which clearly touched on the subject of the interest shown in us by some members. We sincerely regret that these internal quarrels arose because of us. We know that many young members left the association and spread a series of rumours about the present human members of it.

Those rumours, and the myth-making that has later been generated on their basis, are the reason for this letter.

If these versions did not concern us, or if there were no risk that our relations with you might be profoundly altered (in fact in the previous stage they had such a grave effect that, to spare you trouble, we were obliged to cancel the sending of messages for a long time), this letter would have no reason to exist, and we would not venture to try to influence you with our advice.

Do not forget that one of the premises on which we base our relation with the community of brothers of Earth is that such correspondence can be carried on in such a way that it passes unnoticed by other uninformed humans; but when we notice that certain news escapes from the closed circle of any nation to spread to outside social milieus in a way we may describe as dangerous, we must impose our withdrawal from such relations.

The stock version which, according to my reports, circulated about you, a version which, coming from the resentful former members, reached various ufologists of the nation Spain, was in its most marked features the following:

"An esoteric organization that calls itself "beings from an imaginary planet Ummo" has managed to win over to its cause a series of people from Madrid and Catalonia, led by the following persons: Antonio Ribera Jordá, Dionisio Garrido and Rafael Farriols. This international organization, possessing important means of diffusion and backed by enormous financial resources, used as a "Trojan Horse" in Spain a poor, credulous madman, Fernando Sesma, whose delusion or mania, well known to all, consists in believing himself "the contact-man of the extraterrestrials". The international Ummo group took advantage of the delirious meetings of La Ballena Alegre, the name by which the basement of the Café Lyon in Madrid is known, to win some followers, who must receive money in large quantities from their "masters".

The true aims of this esoteric sect are not known. The members of the Spanish group, led by those three masters mentioned from Barcelona and Madrid, (it seems that the rank of Master has passed from Antonio Ribera to the Industrialist Mr. Farriols, after an internal struggle in which the two disputed the leadership of the sect.

These aims seem to be religious-philosophical-esoteric and not political, as was feared at first.

The Madrid members are the most numerous group, although the leadership is held by those of Barcelona. They are forming esoteric nuclei in Seville, Alicante and Valladolid. In Madrid the rank of "Master" is held by a certain Dionisio Garrido who has achieved miraculous cures, such as that of a blue baby and two cancer patients.

It seems that the cures are of a paranormal character, but the fanatics of the group attribute them to the extraterrestrials of Ummo.

They are totally convinced that the mysterious instructions are received directly from Ummo or from some beings who descend from UFOs periodically.

The followers do not eat meat (they are strict vegetarians), keep strict chastity when in certain periods the "Masters of Ummo" order them to, preach Universal Love and Fraternity and call one another "brothers". Every six days (sometimes longer periods pass without instructions) they receive letters which reach them from Australia, London or Germany, which they call messages, and which contain the doctrine of the sect. These messages are signed by a personage who says he is called DAA 3. Some have a clear scientific flavour. They are usually very well written. Undoubtedly their authors have a certain scientific training from various Universities, and they are far removed from the classic writings of spiritualist mediums or theosophical, Rosicrucian writings etc.

It seems that those of Ummo, like those of Opus Dei, the other sect, even more important than that of Ummo, although perhaps with fewer financial means, tend to choose their members not among uneducated classes but among university people, hence the technological language used by the "Masters of Ummo".

The members hold strange cults of an unknown nature, for only the followers can attend them, and they are held with every kind of precaution. Not very clear news, which therefore requires more precise and reliable information, indicates that a gentleman (WE OMIT THE NAME) was able to attend one of these cults, held, as are those in Madrid, in the city of Barcelona. It seems that Mrs. Ribera acted as Mistress or priestess, beginning the rite by murmuring an Ummite prayer. Then all those present began to put their hands on the shoulders and chests of the others. Then they all knelt before Mrs. Ribera to invoke the presence of an extraterrestrial. On reaching that point it seems that those present suffered something like hallucinations or collective suggestion, for all thought and believed that at that moment an Ummite appeared to them. Then at the end, standing respectfully, a report from Ummo was read and the reading was discussed, Mr. Ribera leading the dialogue. The present account of the cult comes from that person whose name we omit, a person moreover much given to fantasy, so I do not answer for its rigour and truthfulness, but what is certain is that they hold these esoteric cults mysteriously in Seville, Madrid and Barcelona.

News reaches us that years ago there was also a nucleus of followers in Barcelona, where magic rituals with human bodies may even have been held. I have since read one of the famous Ummite messages and it constitutes a denial of this rumour. It seems that what happened in Albacete was that a lady marquise took into her home two figures of the sect who passed themselves off as Nordic doctors.

This last fact is very significant. Probably the origins of that organization come from the countries of the north of Europe.

Be that as it may, what is certain is that the few followers in Madrid, for they do not seem to exceed fifty by much, are fanatical followers of the supposed extraterrestrials or aliens.

What happened with the Eridani Association is an example of the esoteric manoeuvres of these followers.

One by one, without revealing their loyalty to the secret Organization, they joined the scientific Association for the Study of UFOs until they made up a majority.

The President, a man of scientific training, a certain Peña, but of weak will, who naively thought that by making friends with the fanatics he could discover the truth about the Sect, let them in even knowing that they belonged to the sect, until he fell into the net, becoming one more follower.

Then in an assembly they expelled the rest of the young people who until then had become champions of the anti-Ummite struggle. Since then nobody has heard any more of that Association, Which before had carried out intelligent studies on UFOs.

First we were informed that it had dissolved. But recent news indicates that they have reappeared in a basement in the calle de Belén in Madrid (Santa Bárbara area) and that in the Association the internal struggles go on between those who remained with an anti-Ummite mind and the supporters of Ummo. and that the latter are beating a retreat, not because they are weaker, for they have strong economic protection to their credit, but because they consider that base of operations not very secret.

Lately the followers of Ummo from all Spain (nearly a hundred) held a symposium in Barcelona directed by the Grand Master.

Among the followers there were old ladies and youngsters, but a large number of intellectuals, engineers, lawyers, doctors, chemists prevailed. They did not allow journalists in, and it seems that in the end they cancelled the plan to hold publicly one of their mysterious cults or rituals, which is the most intriguing point of this story, for it seems that miraculous cures take place, or perhaps the suggestion that such a cure takes place.

As far as we know they do not circulate any magazine, not even clandestinely. Some reports they keep jealously and only the oldest followers can read them. We have spoken with the famous professor Sesma and he boasts that he does not believe they are extraterrestrials. But one must trust that old schemer very little. Let us not forget that he was the founder. Besides, he is frequently seen in the company of one of the leaders of the sect, a certain Francisco Mejorada, who is one of the most active and mysterious. We think that it is all a very cunning tactic and that the true MASTER of Madrid is "professor" Sesma. Still more data: A clear sign of the links of Opus Dei with this group is that one of the followers of Ummo, the famous Sinod, is an Engineer of Opus Dei and that he is also a high financier (See his statements in Argentine and Spanish magazines in favour of Ummo).

As you see, nothing is clear yet in this matter of the followers of Ummo, for it is extremely difficult to get into their ranks, and surely dangerous, for they have means and the support of the foreign organization. They go to London periodically, according to our news, to get in touch with the "Masters".

What there is no doubt about is that they form a compact group, even more intelligent than the "Cosmic Society", and totally impermeable.

I have been able to speak with someone who knows them very well, for he was a member of Eridani before they expelled him. In his opinion they are not dangerous; they are usually family men, good people dazzled by the powerful influence of the "visitors from space" myth. All of them in an excellent economic position, for they do not tolerate workers in their ranks, which makes them more odious; they travel frequently to London to meet their Masters; undoubtedly we can describe them politically as right-wing conservatives: That this is so is proved by the great tolerance they enjoy on the part of the Government, and by the fact that among them civil servants and industrialists, Catholics etc. abound

I believe therefore that they are being given too much importance, for they are a minority however much economic power they may possess, but they can greatly harm ufological studies and create divisions among those of us who deal with the UFO subject. In fact such divisions have already appeared. Between them, Sesma, Lester and Ummo have sunk the few serious centres that dealt with the subject. It is very possible that one of the instructions they have is precisely to discredit the existence of UFOs. This explains why their leader, Antonio Ribera, took care to torpedo the CEI of Barcelona and why, as I have explained to you, the Madrid nucleus sank Eridani, taking over its board of directors in a skilful manoeuvre whose grey eminence was a certain Villagracias. But just as the C.E.I., with more tradition, resisted and sidelined Ribera, those brave, more inexperienced young people were overwhelmed by the Ummophiles..."

The above texts form part of a sort of circular that was sent to various specialists in Spain on the UFO subject. You yourself, Mr. Aguirre Ceberio Juan, will have been able to appreciate not only the inconsistency of the version offered, but what you will accurately be able to describe as the puerile and hilarious image that the author of that circular has of you.

It is true that these texts correspond to one of the most extreme and inexact ideas circulating about you, and that other versions are more moderate, although also exaggerated and aberrant. But they undoubtedly represent clichés that have slowly been forming among your compatriots over these last years.

With very good sense you might argue that rumours spread without objective basis by irresponsible people who adopt the sad role of slanderers should not matter too much to you.

But in this case we take the liberty of disagreeing with such a judgement if it were so formulated. A version rooted in certain sectors, suffering from serious distortions, would have the virtue of clouding and hindering the communication we maintain with you, for very complex reasons which we wish to avoid in this letter. Do not forget that the Spanish group constitutes, in the context of our relations with humans of Earth, a special case, deriving from historical reasons that you partly know. Other men of Earth have received our reports without this spreading to other social areas. The existence of Ummo is known more through the Spanish version than through the very few leaks emanating from other nations.

I repeat that this does not constitute any criticism. On the contrary, at the time we tolerated and even encouraged such leaks as a social experiment to test the soundness of our strategy with regard to the terrestrial social network.

For that reason you constitute a threshold group, feared by us, which on the one hand we cannot ethically coerce in order to control it (faithful as we are to the commitment not to inhibit the freedom of our friends) and which on the other hand is subject to the risk of becoming an unpleasant hot spot that would cancel all our efforts to go on contacting Earth.

Nothing that affects you is therefore foreign to us. We have the advantage, it is true, that any version emanating from the country Spain would always be undervalued in other countries, owing to the sad image that the public opinion of other nations has of the structure of the Spanish State

But we would prefer that you yourselves help us to erase any eruptive reaction that affects us. We are not so worried whether people speak well or badly of us: but that people TALK TOO MUCH.

REQUEST:

Reflect in complete freedom whether you would be willing to follow some simple and non-compromising guidelines, which moreover have the virtue of being highly beneficial for you if you decided to adopt them coherently and plan them. Rules that would not imply submission to ideological instructions or sectarian subordination, as the slanderers to whom we alluded in previous paragraphs unjustly presume.

The condition we set for putting them to you is that you do not feel coerced and that they be imposed by free vote, to abide by all or part of them. Nevertheless we warn you that their effectiveness might diminish considerably if they were not accepted as a whole.

SUMMARY PROGRAMME.

We regard as valuable all the efforts you make to recast the image of the group of your brothers before the lay public opinion. Such efforts can be used at the same time to complement your respective intellectual training. For this the following is needed:

That the Association of which you are members should speed up its own dynamic of activities according to the guidelines we shall set out for you below.

That you activate a normal opening to attract new members, who must in no way be influenced to accept our versions and who will not even be given access to readings of our reports.

That when allusions to Ummo are offered to the new members or to public opinion through the news media, they be coloured with a great critical spirit of strong reservations and distrust.

In short: We shall maintain relations with you through that same Association, but only with the members who already know us and whom we consider friends, while balancing them with a VERY STRONG INTEREST in other activities consistent with the genuine spirit that at the time inspired the creation of that legalized association.

To achieve this: we suggest these practical pieces of advice: ADVISABLE RULES:

You should immediately hold a general Assembly of Members and sympathizers which would serve to set out the programme of future activities and reorganize the structure of the Board. It would not be advisable in this first phase to modify the composition of the board of directors, since it could give rise to mistaken interpretations.

Publicly, if outsiders attend, Ummo will be referred to as one more phenomenon, worthy of study, but without this implying focusing on a subject which is ultimately insoluble, suspected of being fraudulent, and of which there has lately been little "news".

Before that Assembly you should meet to organize it and summon the sympathizers who should be invited (Invite some of the friendliest former members). We advise you to choose, as the programme of activities, two other more or less related cultural subjects that may attract persons of both sexes to the Association, but without abandoning the UFO subject.

It is very important to get some young people to join the Association, for which reason suitable subject matter should be selected.

If you wish, you will have occasion to consult us as to whether the specific subjects voted by you are advisable or not.

We suggest that you make a GREAT EFFORT to attract those new members, even creating a new category of members with the incentive of a symbolic subscription. You could create for them working committees on research and cultural studies related to the chosen subjects.

We consider very important the activities which, according to my brothers, you carried out at the former premises. Meetings of guests from outside the Association together with the present members, to converse and hold a miscellany of talks or lectures not only on those subjects but on the following:

INFORMATION AND ITS PROBLEMS

ASTRONOMY

SCIENCE AND SUPERSTITIONS

FUTUROLOGY

THE MENTAL MECHANISMS OF PERCEPTION

THE CONTROL OF THE BRAIN AND ITS DANGERS

THE DANGERS OF TOBACCO

HYPERSENSITIVITY OF THE SENSES

ENIGMAS OF NATURE

THE MODERN SCHOOLS OF ART

YOGA

SEMANTICS AND SCIENCE

VIOLENCE AND AGGRESSIVENESS OF THE HUMAN

These subjects should be developed in cycles of lectures. But, pay close attention: alternating with other subjects chosen by you related to UFO SUBJECTS and the other TWO SUBJECTS chosen by the Association. Subjects which, as we suggested, would be developed independently by the three cultural committees created for the purpose, with their respective chairmen and their corresponding amateur members.

These committees could fix their respective meeting dates, and you should not refrain from joining at least one of them. With all reserve you must set aside some dates to deal with the confidential reports we send you, without the other members having access to them.

If you fear that this may spread too much, do not forbid entry to those members who might seek to attend. But take care that day to sideline the central conversation concerning Ummo.

When you judge it prudent, or when we ask you to, the reading of certain documents must be carried out in another private place.

We consider very important the subjects of study we have suggested to you. Alternate their study with the subjects referring to my brothers. As I pointed out to you, it would be advisable to organize cycles of lectures which could be given either by your brothers in the Association or by invited professors, if that were feasible.

If you accepted our proposals, and if you so wished, we could also give you by telephone further detail on more specific subjects within the more general ones to which we alluded in the preceding list.

If you accept our proposal, we wish to warn you that it is our wish to listen inside the premises (using our own technical means) to everything that is said within them.

The recording of the reactions of those present when dealing with those and other subjects would be extremely valuable to us.

In a coming telephone call we shall ask you whether you accepted these proposals or rejected them, and to what extent.

We repeat: You must not photocopy the text of this letter nor reproduce or copy it by other means. Our wish is that its addressee keep this letter and watch over its divulgation and effectiveness. Do not leave it in the hands of another brother of yours without very special causes in your judgement.
